I used "liberal" in the classic sense of Jefferson or Adam Smith but your use of liberality seems to derive from the current meaning of "big government." That is why I did not reply more quickly, not being sure of your meaning.
We don't use the term liberal anything like you do on your side of the pond. We have a political party which uses the name without it having negative connotations or being seen as connected to 'neo-liberalism'. They get to hold public office quite regularly, contolling several large cities. Liberal Democrats nationally are pro-EU but are currently arguing for tax cuts.
However, the word generally refers to being more permissive and pro-choice on social issues.
